I was told by Lockwood that they changed the wing material a few years ago and it's now stiffer than before, making it even harder to remove all the wrinkles. I doubt that starting over and pulling the fabric tighter would help, but don't know for sure. I was told by a very experienced builder that his wings never have any wrinkles. Though the wing fabric is pre-shrunk,he uses heat from an iron, as you did when covering the control surfaces. I experimented with that on mine and did get a few wrinkles to improve. I didn't want to ruin the fabric with too much heat so I didn't try too hard.
